What does the next 7-year EU budget mean for cities?

The European Commission has put its cards on the table, and this week national leaders agreed to the biggest ever EU budget proposal, to support recovery in Europe.

Urban commons and empowered cities

This time we take a look at the democratic potential of the urban commons. The commons are those resources we all share and use like water, energy, food or public space. I’ve talked to someone who deals with this in her everyday work: I’ve interviewed Nathalie de Loon who is the commons coordinator at the city council of Amsterdam.
This Spring, Amsterdam made the news as the city council officially adopted the famous “doughnut model” by Kate Rayworth. Amsterdam is the first city in the world to make such a commitment. Nathalie tells us what the doughnut means for people in Amsterdam and for energy democracy in particular. Her job mission focuses very much on stimulating the “do democracy”. Nathalie gives insights into her work around the commons and takes us to a few heat and solar cooperatives of her city.

How cities are seizing the moment to focus on climate and equity

Around the globe, in spheres of government, business, and civil society, a burgeoning consensus affirms that societal recovery from impacts of the coronavirus must occur in ways that are pro-environment and pro-equity.
A newly released report from the C40 Cities network aims to point out specific examples of this kind of recovery taking place, encouraging mayors to learn from each other as they implement policies that address residents’ short- and long-term needs while the pandemic continues. The group says solutions are available that also address two of humanity’s older, but no less urgent, crises: those of climate change, and of people’s inequitable access to the resources needed for a decent standard of life. Cities are a natural place to focus efforts, because they are home to more than half the world’s population, 90% of reported coronavirus cases, and “are where the future happens first,” according to the report.

The Case for Higher Ground

Denial is not a resilience strategy. But when it comes to managing change — and especially climate change — we’re more likely to stick our heads in the proverbial sand, maintaining and protecting the status quo, than acknowledging and planning for the inevitable rising tides. That, too, needs to change. Europeans want to keep their cities car-free

People across Europe have been getting used to cleaner air and they want it to stay this way.
YouGov recently conducted a survey about air pollution in 21 cities across 6 European countries: France, Germany, Italy, Spain, the U.K. and Belgium. Of the 7,545 respondents, 64% agreed that they do not want to go back to pre-pandemic air pollution levels, although this did vary significantly by country with 78% of Italian respondents agreeing whilst only 52% of German respondents agreed to the statement. This could be due to the effectiveness of quarantine measures that were implemented in Germany.

Vienna launches a network of 'Cool Streets'

Over the past several months, Austria has recorded its highest unemployment rate since World War II, thanks to the economic aftermath of the Covid-19 pandemic. With no job or a suddenly smaller income – not to mention the continued threat of the virus – many Viennese will opt for a staycation this summer.
At the same time, last year, Austria’s capital experienced 39 days with temperatures of over 30°C (86°F), one of its hottest summers in history according to the Central Institute for Meteorology and Geodynamics.
Climate experts expect a similarly sizzling 2020 season, and city officials are now doubling down on efforts to combat the heat by launching a “Cool Streets” initiative as well as a new, state-of-the-art cooling park.

The Bicycle as a Vehicle of Protest

A week ago, on Wednesday night, the third night of a citywide curfew in New York, police officers were seen confiscating bicycles. Posts on social media described N.Y.P.D. officers violently seizing bikes from peaceful Black Lives Matter demonstrators, who were continuing to march in defiance of the 8 p.m.. lockdown. In one widely shared video clip, a jittery camera captured a cop wheeling an apparently commandeered bike; a woman can be heard screaming at police, asking why bikes are being taken, and how protesters are supposed to travel home. Another piece of viral footage, retweeted by Representative Alexandria Ocasio-Cortez, among others, shows three policemen clubbing a cyclist with batons on a Manhattan street. It’s unclear whether the man was arrested, or what became of his bicycle.

CTBUH Launches Live-Streamed, Three-City Conference

Uppsala Climate Protocol – an inclusive approach to climate neutrality

In the Covenant City of Uppsala, local government is working with public and private organisations to design climate goals and the way to reach them together. The Climate Protocol is an inclusive co-design model that has resulted in a concrete climate strategy.
The Climate Protocol is a group of organisations (private companies, universities, public authorities and civil associations) working with the local government to tackle climate change. It was launched in 2010, with 16 organisations signing up to contribute to the city’s goal of a 30% reduction in emissions by 2020. After 10 successful years of engagement, the membership and the goals have adjusted: the partnership now has 40 member organisations, and the city has updated its ambitions to achieve a fossil free and renewable Uppsala by 2030 and a climate positive Uppsala by 2050.
