5th World Forum on Local Economic Development

The LED Forum is a biennial event which aims to provide a platform for exchanges and debates in order to build more inclusive and sustainable cities, and examine the role of local and regional communities to achieve this objective. Previous editions took place in Seville (2011), Foz do Iguaçu (2013) Turin (2015) and Praia (2017).The Forum constitute a platform for dialogue on key issues such as poverty eradication, employment and decent work, sustainable entrepreneurship, multi-stakeholder partnerships, including the involvement of civil society, workers’ and employers’ organizations. It will analyse how the LED approach stands out as an operational and strategic approach to localize the 2030 Agenda for Sustainable Development and its Sustainable Development Goals.

Africa’s cities are about to boom – and maybe explode

Africa is rural. Or that’s what senior Western officials envision when they talk about the continent. America’s top diplomat for the region, Tibor Nagy, recently said that Africa is “by and large an agricultural society.” He isn’t alone: Germany’s recent Marshall Plan with Africainsists that “rural areas will determine Africa’s future.”

This is wrong. Dangerously wrong.

Smart Cities Conference 2019

The idea of smart cities is not new. The accelerated development of technology, globalization and the concern for sustainable development has in recent years contributed to the emergence of many of these smart cities around the world (e.g. Singapore, Barcelona, Oslo, London). As we can see these are mostly large metropolitan cities that have employed different solutions and technologies to become smarter.

However, the majority of cities/towns in Central and Eastern Europe are smaller in size and therefore have different issues and challenges.

Lessons on capacity building for city makers

URBACT aims to build the capacity of cities to work in a more integrated and participatory way through networks, through exchange and learning as well as through the action planning, implementation and transfer processes. URBACT also provides tools and delivers customised training events to support ongoing networks in their learning journey.

In this context, between April and June this year, a series of bespoke 2-day workshops called URBACT Campus were rolled out. The aim? To guide the Good Practice and Transfer Cities in ongoing networks by providing practical knowledge and the chance to experiment with new working methods.

City governments worldwide cannot deliver sustainable cities alone

National governments must step in to help towns and cities finance the green infrastructure revolution, argue Sarah Colenbrander and Denise Chan

There is a desperate demand for investment in urban infrastructure. At least a billion city dwellers worldwide lack access to safe drinking water, decent housing or reliable electricity. Plus the global urban population is projected to grow by a further 2.5 billion people in the next thirty years, all of whom will need shelter and services.

ITS4Climate Congress - Discover the speakers !

Led by TOPOS – Digital Aquitaine, this first congress on ITS and climate takes part of the ITS4Climate initiative launched during the 21st Conference of the Parties in 2015.

COP 21 was a key milestone in the history of global climate change policy. An ambitious goal was agreed – to hold the increase of global average temperature below 2°C above pre-industrial levels, and pursue efforts to limit the increase to 1,5°C.

However, three years later, the key message coming from COP 24 (December 2018, Katowice) was that global emissions have now increased to their highest level ever (2.7% global increase in 2018).

Urgent actions are required globally – in the next 12 years – in order to achieve the objectives of the Paris Agreement.

Smart mobility solutions and services can deliver major impacts towards reducing greenhouse gas (GHG) emissions from the transport & mobility sector. However, until now ITS deployment remains well below levels needed to achieve European and global targets.

The Innisfil experiment: the town that replaced public transit with Uber

Ridership is high and there’s plenty of work for drivers, but success has come at a cost to this Ontario town

When Daniel Arrega, 19, heads to work at a mall in Innisfil, he has few options for his commute. Walking along the highway would take nearly three hours. A taxi is faster but expensive.

So he takes the town’s public transit: Uber.

What are the Challenges for Smart Cities?

Half of the world’s population lived in cities in 2008: by 2050, the percentage of urban dwellers in the world will rise to 70%. In all cities, the energy demand will be multiplied by two, even though we must reduce CO2 emissions today to slow global warming. As they are and will be growing and meet new challenges, our cities will undoubtedly transform and become smarter. The stakes of this profound change are very diverse, and they concern all categories of population and all sectors.

Should a Private Tech Giant Be Designing Cities?

Google’s sister company wants to build the city of the future on Toronto’s waterfront, raising concerns over privacy and the role of government.

Just one kilometer east of downtown Toronto, the largest civil engineering project in North America is reshaping the course of the Don River, a major waterway. “We’re extending the Don by about 2 kilometers,” says Cam Coleman, a communications director with the Canadian construction firm EllisDon. Once the project is complete, a canyon of caissons, drilled 40 to 80 meters into the bedrock and filled with concrete, will carry the river southward, through a largely vacant industrial area known as the Port Lands and out into Lake Ontario. The result will be a whole new set of neighborhoods -- 750 acres of waterfront property near the heart of a big city that is growing prodigiously.

The Future of the City Is Childless

A few years ago, I lived in a walkup apartment in the East Village of New York. Every so often descending the stairway, I would catch a glimpse of a particular family with young children in its Sisyphean attempts to reach the fourth floor. The mom would fold the stroller to the size of a boogie board, then drag it behind her with her right hand, while cradling the younger and typically crying child in the crook of her left arm.

The Surprising Ways Big Cities Are Good For The Environment

How urban living can cap population growth and help conserve natural resources.

If you thought the world was crowded now, just wait. According to the United Nations’ latest projections of world population growth, released in June, the planet will add another 2 billion people over the next 30 years. By 2055, the global population will be teetering on the brink of 10 billion. By 2100, we’ll be looking at 10.9 billion humans — an increase of more than 3 billion people, roughly 40% growth over present-day levels.

The Environmental Benefits of Floating Cities

A floating city on the water might sound like a science fiction idea, but these innovative city concepts could soon be making their way into our oceans.

In April 2019, the United Nations Human Settlement Programme (UN-Habitat) discussed designing sustainable floating cities to help prepare for damage related to climate change. Alongside the Oceanix company, they unveiled a plan for a 10,000-resident floating city intended to house people whose existing communities are most susceptible to the threat of rising sea levels. The proposed city would not only be built on water but would also be designed from scratch to be climate-neutral and completely self-sustaining.

EUROCITIES 2019 Prague - Cities at a crossroads

2019 is a year of transformation and renewal, at European level but also for cities. Where better to hold our annual conference than in Prague, where old meets new and the challenges of transforming a city can be directly experienced.

Prague has always been considered as a city at many crossroads. Today, leaders of all cities are looking to manage the transition to future fit, sustainable and inclusive cities and a Europe that reflects our societies. The EUROCITIES annual conference in Prague will reflect on the new political landscape at EU level, as well as the changing landscapes in our own cities. How can we retain genuine urban life within the historic cores of modern European cities, and how can we bring back city life and find new purpose for old municipal or industrial sites that no longer serve their original purposes? Sharing knowledge and experiences will be highly inspirational for participants from cities dealing with similar issues.

Cities massively declare a state of climate emergency

More than 300 European cities have now declared climate emergency* at a municipal level. Covenant signatories are at the heart of the movement, and many examples of climate emergency declarations can already be listed amongst the Covenant of Mayors Community.

Reacting to an increasing awareness about the risks faced by cities and communities, many cities have declared different forms of climates emergencies. Despite some criticism stating that they are not always translated into concrete climate action plans, these declarations are still a way to send a powerful message about a city’s ambition regarding climate action.

How an urbanist dream of fixing Brazil’s chaotic metropolises became a nightmare

Inside Maria Cleudimar da Silva’s flat, gospel music plays softly on the stereo, family photos and religious posters decorate the walls, and a wicker rocking chair and computer furnish the living room. The only evidence of her past life is a faded photo of the home she lived in for 11 years, a shack she called Noah’s Ark for its frequent floods.

Climate.Cities.Communities. — Strategies for a liveable future

The tide is changing. Thanks to grassroots campaigning, increasing numbers of local, regional and even national governments worldwide are now declaring the climate as a priority. Many other municipalities and regions have long taken climate change seriously and are already pursuing ambitious climate goals. For them, some of the most pressing questions revolve around how best to act on this all-encompassing issue when only parts of its root causes are under municipal control. Which local strategies can contribute to a liveable future, how can we implement them and what can we learn from global partnerships along the way? How do we realise necessary transitions in mobility and the built environment, how can we engage the public in our strategies and how do we adapt to the changes we cannot avoid?

Climate.Cities.Communities. explores the role of municipalities in climate action and the implementation of local strategies with the power to foster a good future for all. Join us in shaping our future!

Do “the creative industries” really matter for city economies?

Creative industries have long held a special place in economic development. But recent discussions that I’ve been party to in relation to the industrial strategy have underlined to me how confused the thinking on the creative industries is. Here are three areas where this is particularly apparent.

Intelligent - rather than smart - cities can address the roots of urban challenges

The term “smart city” has gained in popularity, but the label still conjures the use the technologies to solve operational problems. Rather, cities are complex and need intelligent, transformative and engaged efforts.

Making Cities Safe for E-Commerce

Digital commerce is exacting a very analog toll on the streets of Shanghai. According to the city’s Information Office, there were 324 traffic accidents -- and five deaths -- involving delivery drivers during the first half of 2019. China is the world’s biggest e-commerce market and more than 80% of those drivers were dropping off packages and meals for services such as Meituan Dianping and Alibaba Group Holding Ltd.'s Ele.Me. It’s a sign of how fast the market is expanding: For the whole of 2017, there were only 117 delivery-related accidents in the city.

Program online, registration open - Urban Transformations: Housing under Pressure

From November 4th to 6th, 2019, FH Campus Wien University of Applied Sciences, Vienna, will host the interdisciplinary conference "Housing under Pressure. Dynamics between Centers and Peripheries".
From over 155 international submissions, we have selected 115 scientific contributions, projects, excursions and initiatives from urban practice. Please find the conference program here. Registration for conference participation is now open. Get your early bird ticket now!
Focus of the conference:
Rapid urban growth is associated not only with economic prosperity, the development of new fields of knowledge and technological innovation, but also with economic inequality, social polarization and environmental costs. Against this background, complex dynamics are taking place between centers and peripheral urban areas, in which urban functions and urban usage are shifting, new patterns of suburbanization are emerging, and places of living and dwelling are changing rapidly. In the context of this transformation of housing, a multitude of transdisciplinary and applied questions arise in order to secure the accessibility, supply and living conditions of urban populations and to be able to design alternatives for the sustainable development of residential areas.

11 companies propose guiding principles for self-driving vehicles

This morning, a coalition of 11 companies — Aptiv, Audi, Baidu, BMW, Continental, Daimler, Fiat Chrysler Automobiles, Here, Infineon, Intel, and Volkswagen — published a whitepaper (“Safety First For Automated Driving”) describing a framework for the development, testing, and validation of “safe” autonomous vehicles. The members claim it’s the broadest representation across the industry to date, and they say that the report — which runs 146 pages — is the largest to offer “clear traceability” proving autonomous vehicles to be “safer than the average driver.”

SGN Webinar on Wed. July 17: Coding for Communities

Cities and towns across America are running into obstacles to their placemaking and revitalization strategies. Often a municipality's zoning codes and ordinances make it illegal to create the type of vibrant communities that support jobs, foster economic development and are attractive places for people to live, work and play.
Every unit of local government could benefit from changes to their code, if only these were scaled and adaptable to their resources and capacity.
Join the Smart Growth Network and Congress for the New Urbanism at 1 p.m. July 17 for a webinar highlighting CNU's Project for Code Reform, which seeks to streamline the code reform process by providing local governments with place-specific incremental coding changes that address the most problematic barriers first, build political will, and ultimately create more walkable, prosperous, and equitable places.

Vienna to introduce smart traffic lights

After several years of testing, Vienna will roll-out smart traffic lights from autumn 2019, when the first tranche of crossings will be equipped with a camera and the corresponding software. The new smart traffic lights will gradually replace approximately 200 existing push-button lights in Vienna. Using a small camera, smart traffic lights detect when a pedestrian is approaching and then observes pedestrians’ direction and behaviour to predict whether the person really wants to cross the road or is just walking past the traffic light.

What the Romans Knew About Infrastructure

The first Roman Emperor, Augustus Caesar, thought good roads so essential that he retained the title of Curator Viarum or ‘Commissioner of Roads.’ For Caesar Augustus, maintaining roads was elemental to a vibrant economy and a strong defense. Road maintenance was a prime duty of government and regular road inspection was a critical aspect of it. In that day a chariot driver, accompanied by one or two Lictors, or ‘Road Inspectors,’ visually inspected the superficiem via and miliarium, (‘road way’ and ‘road signs’ respectively) for overall condition. Along the way, inspectors were careful to make notes about what maintenance was needed, where and when, then share it with the local road crews for fixing and upkeep.

The e-Future of Cities

Economically, socially and technologically developed countries embed the concept of Smart City within their urban system with success and some problems (cyber-criminal, decreasing human dimension and appearance, etc). On the other hand, the less developed countries are faced with a growing number of queries: lack of technological know-how in local governance, lack of Smart City strategy, installing the old fashioned technologies with no argumented reason, growing number of people without proper knowledge, financial means and awareness to follow development of new technologies. Therefore, three questions will be analysed and discussed during the conference.

Why Aren’t Cities Getting Ready for Autonomous Vehicles?

According to a new study published in the Journal of the American Planning Association, very few local leaders are working to anticipate the effects of self-driving cars. And though the arrival of these vehicles en masse could still be decades away, cities have a rare window of opportunity to write policies that tackle both the unwanted effects of AVs and other big civic challenges.

Green remote energy for Finnish apartment buildings

The City of Tampere, partner of the European project STARDUST, will be home to a new residential area in the Ilokkaanpuisto district. The peculiarity of this area is that energy will be provided by a photovoltaic power plant located 25 km away and owned by the local residents themselves. This concept, based on the so-called “remote energy production”, is new to both Finland and the rest of Europe.

New issue of Thinking Cities released: “Finding balance in the thinking city”

Polis and H3B Media launched the 12th issue of the magazine Thinking Cities at the SUMP conference in Groningen last week. The issue’s cover topic is: “Finding balance in the thinking city”.

The latest issue of the Thinking Cities magazine, Finding balance in the thinking city, explores the constant balancing act that cities have to perform when it comes to modal shift and multimodality: indeed, to achieve a more sustainable transport system, the human factor, in addition to infrastructure and technology, has to get increasing attention, and policy makers must take in consideration the needs of the individual users, as well as societal and economic needs and the urban environment.

Smart and Sustainable City Planning event

By definition, smart and sustainable planning for cities and regions strives for digital innovation and the adoption of disruptive and clean technologies, while contributing to long-term environmental protection, developing new value propositions and adding to social justice.

The 3rd INTERNATIONAL CONFERENCE ON “SMART AND SUSTAINABLE PLANNING FOR CITIES AND REGIONS – SSPCR 2019” specifically wants to support the ‘transposition’ of research into practice and visionary approaches into (planning) policies and tools, to be applied by local authorities and decision-makers in an urban and regional context. SSPCR 2019 explores the impact of academic research, the scaling-up and replicability opportunities of pilot projects, and the added value of local bottom-up initiatives, in relation to complex challenges posed by the smart city/region approach.

The Conference will be held in Bolzano (Italy) from 9 to 13 December 2019 in the brand new technology park of South Tyrol “NOI TECHPARK”.

Energy efficiency: adding architectural value to prefab solutions

Architects don’t usually like prefabricated solutions. But they concede there are upsides, and when time is of the essence, saving the planet becomes the priority

Practical or beautiful? The question doesn’t seem to be relevant when it comes to retrofitting buildings for energy efficiency. Prefabricated solutions are considered to be both efficient and aesthetically pleasing.

Building renovations: social aid to accept the change

When energy-saving measures are planned in social housing buildings, the environmental aim is combined with the scope of reducing inequality. In Zaragoza, Spain, a team of social workers is helping the tenants of a multi-family building to accept a challenging refurbishment

The Future of Sustainable Mobility: a Three Pillar Approach

All indicators are trending towards continued growth in the global demand for mobility. The UN anticipates that the world population will increase from 7.8B to 9.7B in 2050. Urbanization is expected to reach 68% by 2050 vs. 55% today. The number of people who can afford a personal vehicle is constantly increasing. As a result, the global fleet of light vehicles is expected by some to grow from 1.2B today to 1.6B in 2040. Consequently, it is paramount to transform how we move people and goods in order to offer “more mobility with less impact,” as declared by Florent Menegaux, CEO of Michelin, at the Movin’On conference in early June in Montreal.

Know your market, save more energy

Homeowner or landlord? To convince people to have energy-saving renovations you need to know what they are really looking for

What would motivate you to renovate your house to make it more energy efficient? The cost? The legal framework? An environmental conscience? It also mostly depends on who you are, and if you actually live in your house or if you rent it.

CEMR Congress - Innsbruck 2020

1 congress and 17 goals to change the world

Imagine: governments, business, associations and citizens, all striving to achieve 17 global goals to transform society by 2030: “Sustainable Development Goals”. Is that a dream, utopia, or reality?

Probably all three at once. One thing is certain: since 2016, when the SDGs were adopted, mayors and local stakeholders have shown day after day how towns and regions are essential for the success of these goals. They  translate the aspirations of this global agenda into a model for local progress. However, although the implementation of the SDGs is advancing at a good pace, the clock is ticking.

Cities Are Surprisingly Fragile

Congestion, rising housing prices, rising cost of living and increased homelessness are all stressors—but so-called social compacts can help

A recent report from the Economist Intelligence Unit highlights the increasing fragility that urbanization can bring.

Why U.S. Cities Aren’t Using More Electric Buses

There were about 425,000 electric buses in service in the world’s cities last year. Almost all—99 percent of them—were in China. The booming industrial city of Shenzhen, in particular, is one of only a few cities to have fully electrified its fleet. The rest of the globe, meanwhile, is racing to catch up, and falling further behind.

Making the most of the night time economy in cities

On 26 June Eurocities hosted an ‘Imagine the urban future’ event focusing on 24-hour cities and how cities plan and manage life at night.

In the same manner as the day time economy, the night time economy (NTE) requires management policies and structures. It is about those who like to go out as much as those who want to sleep. The NTE is a powerful tool to increase a city’s attractiveness, to develop its cultural offer and to create jobs. As it brings about cross-cutting challenges that are deeply relevant to major European cities, it is an urban policy that can only be addressed by adopting an integrated approach.

Technology Can Do Much More than Optimize Cities

A significant part of the field of urban innovation focuses on the potential of technology to solve city problems. Nowhere is this more clearly seen than in the world of smart cities.

A dominant smart city narrative goes something like this: Today we are lucky to live at a time when a number of game-changing new technologies have reached a state of maturity. We have smartphones, apps, cloud computing, big data, the internet of things, artificial intelligence and blockchain. If we can just get the right technologies embedded in our cities, we can make them better, more efficient and sustainable places to live, work, and visit.

The 8 Ways Urban Demographics are Changing

Cities are what keep the global economic machine humming.

Over 80% of the world’s economic output is derived from activities in cities – and more specifically, it’s estimated that 60% of GDP growth occurs in just the top 600 urban centers.

Given the above, it’s fair to say that the destiny of humankind is directly linked to what happens in major cities. Further, how urbanization plays out over time could end up having a significant ripple effect on the economy, and we should pay close attention to such trends.
