The housing paradox: what can local municipalities do?

The negative consequences of the financialisation of housing can be felt first and foremost on a local level, in the urban housing markets. Thus the crucial questions are: what are local municipalities doing? Or to what extent can the growing problem of affordable housing be handled on a local level?

2040 transport Master Plan announced by Singapore

Through a newly announced 20-year Master Plan, Singapore hopes that expenditure in public transport can lessen commutes by developing a “45-minute city with 20-minute towns”. This plan is based on the Singapore Land Transport Authority’s (LTA) long-term ideas to develop a comprehensive, well-connected, convenient and fast-paced land transport system that fulfils the requirements and wishes of Singaporeans over the next 20 years and more.

Highlight from the working group meeting 'migration & integration'

EUROCITIES Working Group on Migration and Integration met in Antwerp on 13-14 June, back to back with the UIA workshop on “the role of cities in the integration of migrants and refugees”.

Integration of young migrants through access to housing

In the light of the site visit of the UIA project visited, the working group meeting started by giving the opportunity to members to reflect on success factors and challenges of the Antwerp project.

The CURANT project (Cohousing and case management for Unaccompanied young adult Refugees in ANTerp) provides an holistic support to refugees and migrants aged between 17 and 22 years old including housing, training programmes, psychological support. Refugees and Flemish “buddy” are living together in a shared apartment and aim to exchange and learn from each other.

Upcoming: Walk21 Rotterdam 2019

Over the last ten years, the City has transformed the centre into a City Lounge - encouraging people to meet, stay and enjoy Rotterdam - by reallocating road and parking space, slowing traffic speeds and investing in quality public space on an impressive scale. The results are transformative, well worth seeing, and have delivered measurable increases in footfall, dwell time, happiness and health. They are an inspiration to anyone aspiring to similar benefits.

Urban logistics in metropolitan areas - SULPiTER recommendations

The SULPiTER project has identified shortcomings and solutions related to the last mile freight distribution in the perspective of Functional Urban Areas (FUAs)

SULPiTER takes into consideration the functional transport and economic relations between inner urban centres (the usual and limited territorial target of public regulations) and the surrounding urban territories, as well as the functional transport and economic relations within FUAs not affecting downtowns. The project made evident the importance of the Sustainable Urban Logistics Plan (SULP) as the right tool to manage the last mile distribution in cities and functional urban areas.

It's Been a Rough Year for Mass Transit

With falling ridership and scrapped expansion projects, urban transit faces an uncertain future.

Writing in this space last June, I made a confident prediction about the trajectory of urbanism in two Southern cities. Nashville had just decisively rejected a $5 billion plan aimed at remaking its entire transportation system, one that would have added enough new light rail lines and bus routes to change metro Nashville from a car-dependent mishmash of sprawl into a 21st-century metropolis where many people would find cars unnecessary.

How can cities protect common green space for the future?

Urban green space comes in a variety of forms – parks, allotments, gardens, ‘strays’ to mention just a few. One of the most iconic is the urban “common” – these are often extensive tracts of green space in or adjacent to large urban areas that provide publicly accountable, open, green, spaces vital for culture, health, wellbeing and biodiversity in the metropolitan context. Examples include Epping Forest and Wimbledon common in London, Town Moor in Newcastle, Mousehold Heath in Norwich, or Clifton Downs in Bristol.

How AI Is Shaping Urban Climate Action

When it comes to climate change, cities are both places at risk and the sites most likely to produce innovative solutions. In respect to both this risk and opportunity, Michael Bloomberg has famously stated “if you can’t measure it, you can’t manage it”. Effective climate action in cities requires large amounts of data in order to manage emissions and build resilience.

Public spaces: new challenges for urban security

The security of public spaces is an issue on which Efus and its members have long worked. Numerous projects are conducted on this theme by Efus member local authorities and through European projects that are either led by Efus or in which it is a partner. Public spaces are the heart of cities, the places that embody their identity and where urban life is concentrated.

Multifunctional renewable energy devices

European researchers are developing a device that stores and uses solar energy to provide both hot water and mechanical ventilation for multifamily houses. Moreover, an app linked to the machine monitors the users’ energy consumption

Nowadays households wanting to switch to solar energy have to deal with variability over time. In addition, if they are part of a condominium, the ability to store solar energy in an apartment without taking up significant living space is a big issue.

Covenant cities lead the way to a carbon-neutral future at UFGC2019

During the Urban Future Global Conference on 22-24 May in Oslo, Covenant of Mayors cities once again demonstrated their leadership role in the fight against climate change. Over 400 cities took part in 3 days of innovative workshops, sharing ideas on how to create sustainable cities.

During a first-day plenary session dedicated to reporting progress on CO2 emissions-reduction, Katarina Luhr — Vice Mayor of Environment and Climate at the City of Stockholm and member of the Covenant Political Board — spoke of the strides made by Stockholm in reducing their emissions. In particular, the city found the introduction of congestion charges not only to be efficient in reducing greenhouse gases emissions, but that such measure could also receive a warm welcome by residents — thanks to the effects on traffic congestion, acceleration of the buses and noise reduction.

Singapore is Inspiring Cities to Solve Their Traffic Problems

Despite efforts to encourage a shift to sustainable transportation, traffic congestion is often the focus of debates over mobility. Global demand for automobiles rose significantly in the 1990s, with annual sales stabilising at close to 80 million vehicles since 2017. Faced with the flood of cars, for decades governments have attempted to improve mobility of citizens – some measures focus on widening existing roads and building new ones, while others encourage a switch to alternatives such as public transportation, cycling and walking.

These Are the World’s Best Cities to be a Cyclist

In many cities, commuting by bike is a labour of love. Dealing with often-congested roads, traffic hazards and the threat of a sudden downpour can make cycling a challenging way to get around.

But a recent study shows that some cities are better suited to a life behind bars – handlebars, that is – than others.

The Tokyo neighbourhood where people come to disappear

For hundreds of years people have come to Sanya in search of labouring jobs, shelter and a sense of belonging – but the area is changing fast, and its residents are struggling to adapt

At first sight, Sanya looks much like any other Tokyo suburb: well-appointed homes, supermarkets and fast-food restaurants. In the distance, soaring above the rooftops and mesh of overhead power lines is the unmistakable shape of the Tokyo Skytree.

Bike, bus, metro, foot: going intermodal

Intermodality is the smart future of urban mobility. Cities are under increasing pressure to offer public mobility options that combine several means of transport to reduce the use of private cars. Global transport accounts for almost one-quarter of energy-related carbon dioxide emissions, and the proportion is rising. In Europe, while “emissions have decreased substantially over the past decades, air pollutant concentrations are still too high”, according to the European Environment Agency (EEA).

London’s Ultra Low Emission Zone Already Bearing Fruits

The world’s first Ultra Low Emission Zone (ULEZ) with the most stringent emission standards has been introduced 8 April 2019 in central London – 24 hours a day, 7 days a week. As London’s poor air quality causes a high level of damage to people’s health, the Mayor of London, Sadiq Khan, has taken a range of measures to reduce this health risk and therefore the causing costs of £3.7 billion every year. London’s ULEZ is one of these measures. Non-compliant cars, which don’t meet Euro 6 standards, have to pay £12.50 a day if they enter the ULEZ – lorries, buses and coaches even £100 a day.

Webinar: Carsharing's Place in the Future of Mobility

The transportation sector is experiencing its biggest shake-up since the combustion engine replaced the horse and carriage. Electrification, automation and the sharing economy are converging to change the modes we use to move and the services we expect.

What changes are coming and what does it mean for the carsharing industry? What does this mean for public and private transportation services? When will automated vehicles take to—and take over—our roads? And what do these changes mean for our cities and how we choose to use and navigate space?

City with a female face: how modern Vienna was shaped by women

At 240 hectares, the neighbourhood of Aspern, Vienna, is one of the largest urban developments in Europe. By the time it is complete in 2028, it is due to be home to 20,000 people, plus another 20,000 workplaces, and with an explicitly family-oriented design. Centred on an artificial lake and with half of the entire area devoted to public space, it is billed as “Vienna’s Urban Lakeside”: a model city-within-a-city, in a place that already has the one of the highest qualities of life of any city in the world.

Webinar June 7: Towards Positive Energy Districts

Discussions on defining a PED framework are very much in focus, since there are several European-wide approaches towards the topic (as can be seen in the Booklet of Positive Energy Districts in Europe). A PED framework needs to cover cities’ actual needs and challenges, deal with conflicting targets, be precise enough to set up clear implementation strategies and at the same time be wide enough to include different local or regional pre-conditions for PEDs across the continent. Last but not least: How does it relate to integrated urban strategies or climate targets?

Take part in the PRoTECT seminar, on 17 July in Brasov

Strategies to protect public spaces against terrorism have evolved and been strengthened, mainly focussing on protecting critical infrastructure. Terrorist attacks are also evolving and public spaces have turned into an attractive target.
Local authorities must be aware of the vulnerabilities of their public spaces in order to be able to adopt appropriate measures to prevent and mitigate terrorist attacks and their consequences.
The 17 July seminar will be an occasion to present: the manual to help local authorities use the “Soft Target Site Assessment” tool developed by the European Union’s Directorate General Home Affairs. It consists of a series of recommendations to assess on site the vulnerabilities of urban public spaces.

Mobility as a “Public” Service in Cities

Most cities are faced with the same three challenges: how to reduce pollution, congestion and CO2 emissions? In the last decade hundreds of billions of dollars has been invested in EV companies, new charging infrastructure, mobility startups and public transport infrastructure. However the results have not been in line with the investment. Cities are still polluted and congested and 2018 was a record year for CO2 emissions. The reason for this is that cars are often still the best door-to-door solutions in cities.

Five sustainable urban mobility priorities for healthy and liveable cities

Polis outlines five urban mobility priorities for the candidates to the European Parliament. Future Members should consider measures to encourage and empower city authorities to take bold steps that reduce transport CO2 emissions and help fight climate change. We can expect a steady increase in urban transport demand with an ever-growing urban population and it is clear that dramatically different urban mobility systems are required. From the cities and regions perspective, five actions need immediate attention at all levels of governance

Housing Supply - the Most Controversial Issue in Urbanism

For years, some urban economists and market urbanists have been making the case that the key challenge facing cities—especially pricey superstar cities and tech hubs—is a lack of housing supply.  There are many culprits in this shortage. They include strict land-use regulations and building codes, politically connected NIMBYs, and other factors, but the end result is the same. A lack of housing supply results not only in higher housing prices, but in increased sorting and displacement, which sharpens inequality and segregation.
